As noted in last month's statement message, following modifications by Visa, MasterCard and Discover to certain interchange categories and fees effective in October 2007, most merchants will see increases to their non-qualified surcharge pricing. For most merchants, the increase took effect in October 2007, while others will see an increase beginning with their merchant statement reflecting their November 2007 processing activity.
IMPORTANT ANNOUNCEMENT
Card association rules allow a single charge to be deposited for a single transaction. If a transaction or batch is duplicated, a “reversal” transaction must be submitted to offset each duplicated sale or return. The reversal enables the card issuer to match the reversal to the duplicate sale and avoid charging or crediting the cardholder more than once per transaction. Credits/returns are not permitted to correct duplicates.
If you duplicate a portion or all of a batch, DO NOT KEY CREDITS/RETURNS. Contact Customer Care with details to enable Global to process reversals. Failure to notify Global Payments promptly to enable us to prepare “REVERSALS” in a timely manner may result in fines of $5,000 to $25,000 per occurrence plus per item fees.

Global Payments is pleased to announce that effective October 1, 2007 we will begin processing transactions for the Jeanie® Debit Card Network. The transaction fees for Jeanie® will be $0.2675 for Supermarket and $0.12 for Quick Service Restaurants. All other Jeanie® transaction fees will be $0.17 + 0.65% with a maximum fee of $0.65.
Following modifications by Visa, MasterCard and Discover to certain interchange categories and fees effective in October 2007, most merchants will see increases to their discount and non-qualified surcharge pricing on their October 2007 merchant statement.

Effective September 1, 2007, the following price changes will be implemented for the Star Debit Network: For Quick Service Restaurants, the pricing will increase to 1.25% plus $0.0725. Transactions for grocery merchants will increase from $0.2525 to $0.2825. Certain small ticket retailers will be assessed 1.25% plus $0.0925 for transactions $10 or less and 0.75% plus $0.1925 for transactions over $10. Certain medical retailers will be assessed 1.20% plus $0.0925 for transactions $15 or less and 0.75% plus $0.1925 for transactions above $15. Transactions for petroleum merchants will increase to 0.60% plus $0.1725. PINless transactions will increase to 0.65% plus $0.1725 with a maximum amount of $0.5925. All other Star network fees will increase to 0.75% plus $0.1925 with a maximum amount of $0.6925. All prices quoted are per transaction. Visa® and MasterCard® announced modifications to interchange categories and fees effective in April 2007. As a result of these modifications, beginning with your merchant statement for the April 2007 period, you may see changes to your non-qualified surcharge pricing on your merchant statement.
Beginning May 1, 2007, the Interlink Debit Network will modify their fee structure. Supermarket merchants will be billed a transaction rate of $0.275 and Quasi-Cash $0.135 + 1.80%. The remaining Interlink merchants will be billed $0.185 + 0.75% with a maximum fee of $0.535. All other network fees remain the same. Visa and MasterCard have announced modifications to interchange categories and fees effective in April 2007. As a result of these modifications, you may see changes to your pricing on your April 2007 merchant statement.
Effective April 1, 2007 the Credit Union 24, Alaska Option, and Pulse Debit Networks will institute new pricing structures. The new transaction rates for CU24 are: Supermarket $0.19, Petroleum $0.065 + 0.60% with a maximum of $0.325, Drug Store and Pharmacies $0.065 + 0.55% with a maximum of $0.325, Quick Service Restaurants $0.045 + 1.25% with a maximum fee of $0.325. All other CU24 transaction fees will be $0.055 + 0.65% with a maximum of $0.375. The Alaska Option Debit Network will increase their transaction fee to $0.12. Pulse per transaction fees will be increased to $0.28 for Supermarkets and $0.175 + 0.65% for all other transactions with no maximum rate.

VISTA OPERATING SYSTEM IS NOT COMPATIBLE WITH PAYMENT PROCESSING PRODUCTS
Recently, Microsoft released the new Windows Vista operating system. Our products are not yet compatible with the Windows Vista operating system; however we are pursuing the certification process for the new operating system and will notify you once the process is completed.
To avoid service interruptions, merchants should continue to use the compatible version(s) of Microsoft Windows as listed in the PC software operating instructions.

Please be advised that effective February 1, 2007, you will be assessed a fee of $7.50 for each Incoming Retrieval Request that is received from a cardholder’s issuing bank related to transactions processed at your merchant location(s).
ACCEL has announced several changes to its debit network fees effective February 1, 2007. The Retail fee will increase to $0.15 + 0.65%, with a maximum fee of $0.53. The Quick Service Restaurant fee increases to $0.05 + 1.25%, with a $0.43 maximum fee and the Supermarket fee will increase to $0.24. All other network fees remain the same.

ACCEL has announced several changes to its debit network fees effective February 1, 2007. The Retail fee will increase to $0.15 + 0.65%, with a maximum fee of $0.53. The Quick Service Restaurant fee increases to $0.05 + 1.25%, with a $0.43 maximum fee and the Supermarket fee will increase to $0.24. All other network fees remain the same.
