MasterCard International and Diners Club International
Diners International cards have been reissued with the MasterCard logo on the back of the card.
Effective November 30, 2005, all merchants accepting MasterCard must accept Diners International with the MasterCard brand on back . If presented with a MasterCard-branded Diners International card prior to updating your POS software to enable acceptance of such cards, verify that the MasterCard brand is on the back of the card and obtain an authorization approval by calling Global’s automated authorization IVR at 1-800-944-1111. Please obtain a manual imprint of the card and “force” enter the Diners International transaction once you obtain compliant software and/or hardware.
Merchants failing to honor a valid Diners International card face penalties starting at $1000 for the first merchant violation. Please see important information to confirm your POS product readiness and inform your staff of this requirement.
Visa Has a New Look!
Visa has unveiled a new Visa Brand Mark that will soon appear on cards, at the point of sale and in marketing materials. In January 2006, newly-issued Visa® cards will begin to incorporate an updated design which includes enhanced security features. Merchants will not need to immediately replace POS signage, which can be updated as part of normal maintenance and replacement cycles. ACCEL has announced several increases to its debit network fees effective July 1, 2005. The Retail fee will increase to $0.13 + 0.65%, with a maximum fee of $0.48. The Quick Service Restaurant fee increases to $0.04 + 1.25%, with a $0.43 maximum fee and the Supermarket fee will increase to $0.23. All other network fees remain the same. Effective June 1, 2005, the PULSE and Credit Union 24 Debit Networks will institute new pricing structures. Pulse merchants will be categorized as either Supermarket or General Retail. PULSE Supermarket merchants will be billed $0.27 per transaction. PULSE General Retail merchants will be billed $0.16 + 0.65% per transaction. The CU24 Network will increase to 0.45% + $0.155 per transaction, with a new maximum fee of $0.415 per transaction. All other debit network fees remain the same. STAR has announced several increases to its debit network fees. Effective May 1, 2005, the following pricing changes will be implemented. For STAR retail transactions, the maximum amount will increase from $0.4925 to $0.6425. For Quick Service Restaurants, the STAR pricing will increase to 1.25% and $0.0625 per transaction. Certain small ticket retailers will be assessed a new fee of 1.25% and $0.0825 for STAR transactions that are $10 or less and a new fee of 0.65% and $0.1625 for STAR transactions over $10. Certain medical retailers will be assessed a new fee of 1.25% and $0.0825 for STAR transactions that are $15 or less and a new fee of 0.65% and $0.1625 for STAR transactions above $15. Pricing Modifications To Take Effect in April 2005
Visa and MasterCard have announced fee increases effective April 2005, which will result in a slight modification to your pricing. Some of the announced fee increases will take effect in the form of downgraded transactions, while others will result in increases to your regular pricing. Some customers may not see any impact, while others will have both their qualified and non-qualified rates adjusted.
In addition, two debit networks have announced fee increases to be effective in April 2005. Maestro will be increasing its fees in the following categories: acquirer’s fees on retail merchants by $0.03 and 0.10% with a maximum fee of $0.525; supermarket merchants by $0.02; convenience merchants by $0.03 and 0.10%; and the quick service merchant’s maximum fee by $0.05. Interlink will increase its acquirer’s fee on retail merchants by $0.03 and 0.10% with a maximum fee of $0.525 and supermarket merchants by $0.02.

Swiping cards helps reduce fraud and chargeback costs. Cards are often damaged on purpose, forcing you to manually enter the number in the point-of-sale terminal. This bypasses many anti-fraud features of a card, as the magnetic strip information cannot be transmitted to the verification center for authorization.
To help protect against fraud, swipe every card presented for payment. Make sure the card number and the number appearing on the terminal match. If swiping the card doesn’t work and you key the transaction, make sure to check the security features and take an imprint of the card. By performing these simple steps, you can help reduce your chargeback costs. When in doubt always call for authorization.
